The difference from a wind jacket lies not only in the thickness, but in the purpose: the thermal jacket is designed for the whole ride, not for individual sections. Accordingly, it is not designed to be stowed away.
The close-to-the-body fit does not restrict your movement when pedalling, but keeps air exchange to a minimum.
Tip: Wear a thin rather than a thick base layer under the thermal jacket. The jacket provides the insulation; a thick base layer only adds bulk and stores moisture where it chills you the most.
