Rear lights
In road traffic, the rear light is the more important of the two lights. You can see ahead yourself; from behind, you are either seen or not.
Approval
For public road traffic in Germany, you need a rear light with StVZO approval.
Constant or flashing light
Flashing rear lights stand out, but make it harder for drivers to judge the distance. In Germany, flashing is not permitted for approved rear lights. Some models offer it anyway; it then only applies away from public roads.
A second light on the saddle bag or helmet costs little and helps if the first one is covered by a backpack.
