The difference from a wind jacket lies in the purpose, not just the thickness. The thermal jacket is designed for the entire ride and is therefore not designed to be stowed away. If you want to take it off on the way, you need room in a bag.
The close-to-the-body fit does not restrict pedalling, but keeps air exchange to a minimum.
Tip: Close the jacket and turn it inside out before washing. This protects the membrane.
