The types do different jobs. The wind jacket is intended for short-term protection, for example on descents, and can be carried in a jersey pocket. The thermal jacket insulates continuously and replaces the jersey in winter.
They have a close cut so that nothing flaps. With the thermal jacket, the snug fit also has a function: the less air moves between jacket and body, the less heat is lost.
Tip: If you only buy one jacket, base your choice on the weather you ride in most often, not the coldest. A thermal jacket on mild days is less useful than a wind jacket on cold ones, because you cannot take it off.
