The straps carry the extra weight of the longer legs, which a waistband alone would otherwise have to hold at the waist.
At the ankle, elastic cuffs ensure a secure fit. More important than the cuff itself is the overlap with the overshoe — if there is a gap in between, a draught hits your Achilles tendon.
