Safety vests
A safety vest makes the upper body visible from all directions. You wear it over your other clothing. At dusk and in rain, it is more effective than any reflective detail on the jacket.
Fluorescent or reflective
These are two different principles. Fluorescent colors work in daylight and at dusk. Reflective stripes only work when light hits them. Good vests have both.
On the bike
The vest must fit close enough not to flap, and it must have room over the jacket. Models with elastic sides solve both.
Visibility does not replace lights. The two work together.
